Against this background, Inami began developing its own approach to regional revitalization following the national Furusato Creation Program launched in fiscal years 1988–1989.
The town first established the Kaeru Fund, which was used for human-resource development and regional promotion. Then, in fiscal year 1994, a project was launched to create a unique bridge centered around the frog theme, using funding from a regional development initiative.
The result was the Kaeru Bridge seen today. The project cost approximately 935 million yen, making it an exceptionally ambitious undertaking at the time. After its completion, however, the bridge gradually became established as a symbol of Inami Town and is now one of its best-known tourist attractions.
